ABOUT THE INTERVIEW

Would you please describe your function and the company you work for?

The Omaha Public Power District is a pseudo-governmental entity chartered by the State of Nebraska to provide electricity to 13 counties surrounding Omaha. Fort Calhoun Nuclear Station is currently undergoing decommissioning.  I am the Project Risk Manager, the Project Manager of two decommissioning projects dealing with the disposal of large component, and continue to have responsibilities within the Operations department.

What are the common items that one has to have contingency plans for?

Contingency refers to monies and time included in project baseline budgets and schedules to compensate for the potential occurrence of events which impact the achievement of project objectives.  These events could range from adverse weather, delayed material shipments, to non-performance.

Can you share one piece of advice on how one best collaborates with their contractor partners on contingencies and shared risk?

While the two parties may be on the opposite side of the contracting process, both are vulnerable to negative impacts from project failure. Approaching the risk identification process with a focus on collaboration and communication allows for risks to be defined and quantified. All basis information and decisions must be presented transparently. This way, risks can be openly discussed and proactive response strategies can be crafted and then implemented.

How does one measure performance and metrics during decommissioning?

How one measures is less important than that one measures at all. Figuring out which objectives can be quantified requires thought, effort, and input from all involved. There is a danger in only measuring money as this can impact schedule, quality, and risk.

I hope to share lessons learned and hard won wisdom from our own decommissioning process, now in our fourth year.
